Job Summary:

The Providence Center Housing and HUD Administrator/HUD Rental Assistance reports directly to the Director of Facilities. This position assists in housing placement of tenants in all TPC-owned and managed properties. Works collaboratively with multiple departments and clinical teams to ensure safe, appropriate living environments for individuals housed within TPC-owned and managed properties.

Duties and Responsibilities:

Ensure incoming housing applications are complete, time and date stamped, and enter data into housing waitlist.

Manage waitlist update as needed and yearly.

Manage and execute annual and interim recertifications for tenants residing in housing owned and/or managed by The Providence Center.

Ensure recertifications are fully completed in a timely manner. Coordination with tenants, staff and outside vendors for recertification.

Manage move in and move outs of tenants. Complete all necessary documentation.

Manage and administer HUD vouchers.

Collection and documentation of rent.

Produce and deliver tenant notices for past due rent; disturbances, non-compliance, facility needs, etc.

Process utility invoices and other invoices weekly.

Comply with regulatory housing certifications such as, HUD NSPIRE (formally REAC), RI Housing, Veteran Affairs, etc. Maintain and create all documentation needed for said inspections.

Perform unit and building inspections. Document and report all deficiencies to the facilities department.

Manage and maintain EIV access.

Manage key inventory for Grandview, Grandview Second, Nashua and Wilson. Annual submission of financial audit statement per HUD guidelines

Oversee day to day management of properties

Communication with onsite staff on tenancy requirements and/or issues with residencies. Develop and maintain relationships with vendors, and service providers.

Communicate issues and deficiencies as well as corrective action required to tenants, facilities department and case manager as appropriate.

Manage and maintain all housing files.

Requirements:

High School Diploma or equivalent preferred.

Administrative/ managerial housing experience of HUD and RI Housing required.

HUD Handbook 4350 Occupancy Requirements of Subsidized Multifamily Housing Programs knowledge.

PRAC 811 knowledge.

Be able to multitask and work independently.

Possess great typing skills, spelling and grammar.

Proficiency with PCs and experience with various software packages as MS Office.

Excellent communication and customer service.

Must have valid driver's license.

Bilingual preferred.
